CAF HARASSMENT REPORTING - report outside of your coc!!

Harassment Policy Has Changed - for the better!!

With CANFORGEN 032/2025 the CAF Harassment policies have slightly shifted for the better. They now more clearly align with violence prevention which includes a change to the definition of harassment.

Definition of Harassment

As of 01 Mar 25 the new definition of harassment and violence is as follows: any action, or conduct or comment, including of a sexual nature, that can reasonably be expected to cause offence, humiliation or other physical or psychological injury or illness to an employee, including any prescribed action, conduct or comment.


As a note this also includes any negative behaviors based on the prohibited grounds of  discrimination identified in the Canadian Human Rights Act and Family Violence. Some folks are not aware that the CAF has always been subject to the Canadian Human Rights act, this should clarify that for everyone.

Third Party and Anonymous Reporting

The most important change may be the ability to report any and all issues to a third party outside of the chain of command. This will allow members to feel safe in reporting especially if the issue is with their direct supervisor or somewhere within their direct chain of command. See below for how to report.

how to report!!!

You may (not required to) report through your chain of command in writing (email), with a DND 4747, or even verbally. Once reported, your chain of command is lawfully required to ensure that the Workplace Harassment and Violence Prevention (WHVP) Center of Expertise (CoE) has been informed via email within 7 days.


If you choose to submit to a third party instead of through your chain of command, this is a RIGHT that you have:

  • submit a completed form to the secure inbox at DesignatedRecipientHVP-DestinataireDesignedelaPHV@forces.gc.ca
  • This email is a ++ account should you choose to submit through the encrypted process on the DWAN. It has been confirmed that this email is reachable from civilian email, which will allow you to send questions or queries on how to submit should you have an issue accessing DWAN or PKI. 
  •  ++Designated Recipient HVP - Destinataire Désigné de la PHV@CPCC@Ottawa-Hull in the GAL
  • YOU CAN ALSO call the secure voicemail box at 1-833-451-1604

Authorities at the unit level

Unit Level Policy

Units do not have the authority to further restrict CAF policy of this type. It would be unethical and potentially unlawful for your unit to generate a Unit Standing Order that directs you to only submit through your chain of command. Know your CAF regulations and policies.
